Gujarat Elections


Now that Modi has won Gujarat elections though with a much smaller margin, will he reflect on how low he took politics down when he made the wild charge that there is a conspiracy that Congress and elements in Pakistan may be working in cahoots to prevent B.J.P. victory in Gujarat.

I am troubled as to how could such a low political level to which B.J.P. can fall,  all this because the dinner was held at Aiyar house, where S. Monmohan Singh former Prime Minister, and high ranking former Indian diplomats and High Commissioner of Pakistan was also present. There is a certain amount of decorum and decency which are never crossed in politics. But this charge without any proof has hit the lowest.

There is certainty a banter and a serious dig at the competency of political rivals but never untrue charges. The banter between Gladstone and Disraeli are classic , when the later said;  “If Gladstone fell in the Thames, that would be a misfortune. But if someone fished him out again, that would be a calamity.”


Previously such type of low level was never crossed even amongst sworn political rivals in India. It is well known that Dr. Lohia after coming back from Germany, had worked in the Central Congress office with Pandit Nehru who was the president of the congress party. When our socialist party walked out of the Congress in 1946 Dr. Lohia was the bitterest opponent of Nehru. But their relations never become low.  

 

In May 1949, the Socialist Party under Dr. Lohia leadership held a demonstration before  Nepal  embassy at  Bara Khamba Road, New Delhi to protest against the take over of Nepal govt. by Rana that forced fleeing of King. We vere arrested (about 50 of us including Dr. Lohia) for violating Section 144 CRPC. and so we remained in jail for over a month. During that period Nehru sent a basket of Mangoes to Dr. Lohia in jail.
Sardar Patel was so annoyed and wrote to Nehru that while the government had arrested Dr. Lohia, (you are sending mangoes to him). To which Nehru wrote back politely that we should not mix personal relations with politics.
In 1951 before Lohias visit to USA he had come to Delhi. I remember that we were in the sitting room when some one told him that there was a phone call for him. Dr. Lohia went to the other room. When he came back I asked whose phone was it. He said Pt. Nehru. What did he say, I asked. Dr. Lohia in half banter and annoyance repeated the conversation thus;
          Nehru “ Ram Manohar, I hear you are going to USA
          Dr. Lohai  ‘Yes’
          And there was a pause. Then again Nehru asked “when”
          Dr. Lohia ‘ Next week’.
pause and then Pt. Nehru said ‘Alright’, and switched off.

It was a curious talk and I asked Dr. Lohia what PURPOSE IN PHONING. Dr. Lohia in half anger said – you know he wanted to tell me. “Ram Manohar you are going abroad – do not criticize govt. when abroad, but did not have the guts to tell me”. And then Dr. Lohia in a ­­­­­­­­­­­­­­­­­half annoying and anger ­­­­­­­­­­­­­­s­­­­aid “what strange behaviour – does  he  think  that I  will  talk  ill  of govt. when abroad”. Such was their closeness, and yet so apart.
How ever when Dr. Lohia met Einstein he could not restrain and in answer to the later’s questions remarked that “politicians are liars”. Einstein with all sobriety personified, but he still added warmly “that they were criminals”. Would Einstein have been able to find adequate words for the politicians now – I doubt it.  
One day before filling the election papers against Nehru in General Elections of 1962 Dr. Lohia wrote a letter to Pt. Jawahar Lal Nehru.
“Dear President”,
You would be surprised to read this letter. When I left the office of the Congress Committee forever I paid regards to that building Aruna was with me. That was our last meeting. In these elections, your victory is certain. But if the certainty is turned into uncertainty and ultimately to your defeat then I would be extremely happy and it would also be beneficial for the country. Then you would get the opportunity to improve yourself and become a better person. In the end, I pray for your long life so that I may get the opportunity to reform you.

To which Nehru replied the followings;-
Dear Ram Manohar
Received your letter without date and address. I am sending the reply at the address of Socialist party, Allahabad.
“I am happy that a sober person like you is opposing me in the elections. I think in this election the discussion would be centred on the political programmes. Be cautious and ensure that the personal discussion should be curtailed. On my part I promise that I would not visit my constituency even for a single day.”

In 1964 -5 Dr. Lohia was elected to the Parliament. Nehru made it a point to be present in the parliament on the day when Lohia was sworn as member. Though Dr. Lohia and Nehru continued to exchange lot of hard words but only on policy matters.
Modi should rather ruminate seriously the alienation of Muslims. That BP did not put up a single Muslim candidate when their population in Gujarat is over 8%.
Can one expect that Prime Minister Modi who took the oath of office will treat all communities equally. Is he in agreement with the statement made by Bhagwat the RSS boss that “All people born in India are Hindus”, which is deliberately provocative and harmful to the harmony in the Country or the truth of Swami Vivekanand’s exhortation that Mankind ought to be taught that religions are but the varied expression of THE RELIGION, which is Oneness, so that each may choose the path that suits him best. I see in my mind’s eye the future perfect India rising out of this chaos and strife, glorious and invincible, with Vedanta brain and Islam body.”

At the outset I must admit I never entertained any intention to comment on the Gujarat election or its possible outcome. However, this election, which was fought directly under the leadership of Prime Minister Narendra Modi, fell significantly below the levels of decency in the strategy and the speeches of the BJP. The second largest party Congress also remained where it was 22 years ago - on the path of soft communalism. Rahul Gandhi sprouted a tilak on his forehead and went around the temples of Gujarat with  Congressmen vying to tell one and all that he was a true 'janeudhari' Brahmin. With more or less similar 'highs and lows' both opponents appeared on the same side in this election battle field of corporate politics of this neo-liberal era with no real opposition in sight.


The BJP  now no longer needs to remember the karsevaks who were burnt in a train compartment in 2002. Under Modi's leadership, it has gone much beyond that with its communal politics. Not only the Congress, other secular intellectuals have also not even dared to raise questions about justice following the assassination of thousands of Muslim citizens in the riots, the raped women and the plundered and destroyed properties in its wake. At least the Gujarat elections this time have become 'Muslims-free'. This is a big victory for the RSS.

The Gujarat elections have also made it clear that the Congress does not have much concern for secularism, as Sonia's or self-proclaimed secular soldiers keep tom-tomming relentlessly. The Congress does not have any sympathy for the hardships which the farmers, laborers, small entrepreneurs, unemployed, students have been facing due to neo-liberal policies. The crisis through which the largest minority is passing cannot be a problem too for the Congress. The Congress has not organized any resistance against the continuing mob-lynching of minority citizens. Rather the Congress wants the Muslims to become so scared that they will become its permanent vote bank in the future.

Prior to Amit Shah, Rahul Gandhi had tried to regain the lost state of the Congress by going to the Dalits' houses. Rahul Gandhi did not get any success there because the Dalits have been politicized. They deal with the RSS by dealing with their political power, but do not look at the Congress. If Muslims too get politicized, then Congress politics will never be able to stand independently like before.

It is also true that the victims of the suppression of neo-liberalism might someday bring ‘Tilak’ and ‘Janeudhari’ Congress to power due to its countrywide organizational network but it will not be any sustainable settlement.

Meanwhile, the RSS-BJP will continue working on the communal agenda and BJP will again come back to power with full force. For instance, despite the secular governments in Uttar Pradesh for nearly two decades, the BJP had a clear sweep in the Lok Sabha and Assembly elections. The secular governments and their intellectual supporters could not stop the BJP juggernaut. Those who insist on debating or opposing the separation of communalism from neo-liberalism, are responsible for pushing the country and society into deep sectarian trenches.

Even if Congress wins in Gujarat it will not make a difference to the ongoing nexus of neo-liberalism and communalism. The chief minister will not be able to get along with RSS-BJP and the  example of  Nitish Kumar exemplifies that there is no guarantee of the situation stabilising for long. What is the guarantee that tomorrow Lalu Prasad Yadav's son will not go with BJP to become the chief minister? Secular stalwarts like Mulayam Singh Yadav have formed the government in collaboration with Kalyan Singh. Those secular intellectuals who do not tire of giving secularism certificates to Congress, bypass the 1984 riots, in which thousands of Sikh civilians were murdered in the country's capital; and till today no one person is punished.

Shankar Singh Baghela has rightly said that Congress has taken the 'supari' of winning the elections for the BJP. Otherwise it should have started preparing for the elections six months earlier. Only then it would have got some workers who can become the backbone of the assembly elections. But Congress does not need party workers -  it is only interested in making Rahul Gandhi the prime minister of the country. Such an election is a comment in itself. Little else can be said about it.

After the last phase of elections, the hue and cry of exit polls compelled me to make this comment. Exit polls were also introduced in 1991 with the introduction of new economic policies (liberalization). Liberalization soon morphed into neo- liberalization and  made rapid progress in corporate politics as well. The exit polls  also excel during this period and has thus become an integral part of the elections of corporate politics today.

In rural India there is a saying 'Oh barber, how many hairs?' The answer is, 'Dear customer just coming out before you!' In the neo-liberal period, nobody is satisfied for more than a moment. Every next moment should be something more and the lust for more satiation continues relentlessly. This hankering is true for religious-social identities, for political parties as well as for individuals. From market politics to politics of market- this sentiment pervades in every sphere at every level. This new trend has developed and grown stronger under neo-liberalism. Something should keep happening in life - even if it is a lie! The exit polls have become an extremely popular and enthusiastic medium to appease that trend.

There can be different ways to present something new and to create  new buzzwords. But there is a common truth - all this happen within the purview of corporate politics that carries forward neo-liberalism. It is considered to be a sign of backwardness to even  discuss the Constitution of India in this overwhelming new liberal narrative. Why would anyone wish to stay behind? All want the first and foremost share of the left-over that is falling from the neo-liberal loot of country's resources and the labor. In the society of India divided in many castes for centuries, neo-liberalism has created this new fraternity!

It is not that there is no discussion of alternatives in this world of neo-liberalism. It is very much there. However, the revolutions are sporadic and momentary and do not discuss alternatives to the neo-liberalism. That is considered to be unreasonable. They have coined the term TINA - there is no alternative. In order to destroy genuine alternative ideas and struggles against neo-liberalism and its motivating force of corporate politics beginning just after 1991, the bugle of  'alternatives' and 'revolutions' was blown time to time. That exercise still goes on.

Modern industrial civilization has its own superstitions. In the modern myths of ‘progress’ and ‘development’, many millions of people have been sacrificed due to these superstitions. This destruction and damage goes on uninterrupted and million lives are being destroyed every day and an unprecedented crisis of environment is baring its teeth.

 Exit polls are also a superstition. To spend four days, the two opposing sides (who are really one) are living in that superstition. Those who doubt the scientific basis of the exit polls as well as those who swear by it - all are living in a dream world. Those who say there is no scientific basis for the exit polls, they are also blindly dreaming despite the prediction of exit polls BJP's victory that the Congress sweeps in the real results! Despite the good news of the exit polls for the BJP, 'bakhts' too blindly wish Modi's magic to keep on!

The situation of the 'bhakts' apart, this numbing superstition is also reflected in the bad state of  secular civil society. It clearly lacks the determination and resolve to meet the challenges head-on. This inability is not without a reason. Civil society, unfortunately, is not ready to rein in its class interests, inherent selfishness and temper the accompanying haughty commentary such an attitude germinates. It is totally blind to the fact that with its indifference and callousness, it too has a hand in the damage to the secular, democratic and socialist fabric of modern Indian civilization, howsoever good or bad it may be.

Rahul in his latest interview has emphasized that the first priority would be to give representation to Women in Parliament. Similar determination has also been echoed by B.J.P. But the reality on this subject belies the promises made by both the parties. 

Sushma Swaraj, usually a calm politician, was so upset that she spontaneously blurted out “I will shave my head if a foreigner Sonia Gandhi becomes Prime Minister of India”. Luckily, Sonia Gandhi saved this embarrassment to Swaraj by intelligently and strategically thrusting Manmohan Singh (though a loyalist to the core of the Gandhi family, but on merit of his own), as Prime Minister in 2004, notwithstanding the protest from scores of Gandhi family loyalists. 

Switch to March 2010 and you see a happy embrace by Sonia Gandhi and Sushma Swaraj in the precincts of Parliament. What happened in the interim for such close bonhomie?

Though introduced by Deve Gowda for the first time on 12 September 1996 in the Lok Sabha, no concrete action was taken by various governments to effectuate the legislation on Women’s Reservation Bill in Parliament and the state legislatures. Everyone expected the legislation to be passed immediately. In fact, Prime Minister I.K. Gujral promised his earliest priority in passing this Bill but nothing concrete happened. 

When the UPA government came to power in 2004, it announced that the Act would be its first priority. But instead one had total silence on the Bill in the President’s speech on the opening day of the Parliamentary session. This was an open and clear notice to the women activists that the Bill, which had been so proudly projected as a commitment to gender equality, has been quietly buried, and is not likely to be revived in conceivable future.

In reality, this was a tongue-in-cheek operation. Lok Sabha membership can be easily increased to 750, with a provision that one woman candidate will mandatorily be elected from the double-member constituencies.”

But then circumstances of steep price rise, political compulsions of polls in Karnataka and other impending polls made the then government to be a little wise and decide to refer the Bill to the Parliamentary Standing Committee. Though the innocent amongst the women groups were hoping that the Bill would become an Act of Legislature, nothing happened until 2010.

The Women’s Reservation Bill or The Constitution (108th Amendment) Bill, 2008, is a lapsed Bill in Parliament of India, which proposed to amend the Constitution of India to reserve 33% of all seats in the Lower House of Parliament of India, the Lok Sabha, and in all state Legislative Assemblies for women. 
The Rajya Sabha passed the bill on 9 March 2010. It was this event that made Sushma Swaraj and Sonia Gandhi embrace so emotionally. However, the Lok Sabha never voted on the Bill. The Bill lapsed after the dissolution of the 15th Lok Sabha in 2014.

That is why one feels that women should support the alternative of double-member constituencies which will meet both the requirement of ensuring one-third quota for women and, at the same time, will not disturb the present male seats. 

Thus, Lok Sabha membership can be easily increased to 750, with a provision that one woman candidate will mandatorily be elected from those double-member constituencies, and, depending upon the votes received, it may be that even both elected candidate could be women. This law was laid down by the Supreme Court decades ago in former President V.V. Giri’s case. The same principle will apply in the case of elections to the state legislatures.

Space in Parliament is not a problem. Shivraj Patil, once Union Home Minister, is on record admitting that space is not a problem if Parliament decides to increase the number of seats.

The alternative of double member constituencies can be done by amending Article 81(2) of the Constitution by increasing the present strength, which can be easily done if political parties are genuine in their commitment to the Bill. 

I know the Delimitation Commission has already marked the constituencies on the basis of single member seats. But I do not think it is necessary to redraw the constituencies to make it double. 

By a rule of thumb the top one third of the constituencies having the maximum voters in each state could be declared double-member. If the legislators are sincerely genuine they could even submit an agreed list.

At present, of course, a fresh process has again to be initiated in Parliament, because the previous Reservation Bill lapsed with the dissolution of the previous Lok Sabha in 2014. 

In the just finished election held propaganda in Uttar Pradesh and Gujarat not one party, including the so-called seculars, with the exception of the Socialist Party (India), included the item of reservation for women in their election manifestoes. Can such male chauvinism be allowed to exist in our country?

With the 2019 Parliamentary elections coming, is it not time for the women leadership in both the Congress and BJP, to jointly clench their fists and warn all the parties that they will no longer tolerate injustice and neglect to continue? They may legitimately continue their differences on other subjects in the light of their own respective programmes. 

But let them give a rallying cry against the male chauvinists, like the one given by Spanish freedom fighters in the 1936 Civil War—“no pasaran, you shall not pass”, i.e. continuing this injustice by not passing the Women’s Reservation Bill, otherwise the joint fight will continue and openly. They should request Mamata Banerjee and Mayawati to join hands with them on the issue of Women’s Reservation Bill.

Let me recall that Dr Ram Manohar Lohia had opined that reservation for women was an instrument of social engineering—he could never have suggested splitting the strength of women’s quota by further splitting them in sub quotas.
Time is short. Only an effort by all the women will see through the Women’s Reservation Bill.
