क्रिसमस की महत्ता घटाने के लिए भाजपा सरकार माफी मांगे



केंद्र सरकार ने क्रिसमस की महत्ता घटाने की नीयत से 25 दिसंबर 2014 को ‘सुशासन दिवस’ के रूप में मनाने का बेहूदा फैसला किया है। इस फैसले के तहत केंद्रीय मानव संसाधन मंत्री इस अवसर पर सभी स्कूलों, कालेजों और विश्‍वविद्यालयों में प्रतियोगिताएं आयोजित करने का निंदनीय फरमान जारी कर चुकी है।
यह स्वागत योग्य है कि भाजपा अपने वरिष्ठ नेता और पूर्व प्रधानमंत्री श्री अटल बिहारी वाजपेयी का जन्मदिन ‘सुशासन दिवस’ के रूप में मनाना चाहती है। लेकिन उसे सरकारी सत्ता का इस्तेमाल एक ऐसे विरल दिन की महत्ता कम करने के लिए नहीं करना चाहिए जो केवल ईसाइयों के लिए ही नहीं, पूरी मानवता के लिए खास मायने रखता है।
इसके पहले भी यह सरकार महात्मा गांधी के जन्मदिन को महज सफाई का दिन बना कर उसकी महत्ता घटाने का काम कर चुकी है। 2 अक्तूबर को गजेटिड अवकाश होता है। सरकार ने उस दिन कर्मचारियों को जबरन कार्यालयों में बुला कर उनके संवैधानिक अधिकार का हनन किया। किसी पार्टी अथवा सरकार का कोई भी नेता, वह कितना ही बड़ा क्यों न हो, गजेटिड अवकाश के दिन कर्मचारियों को कार्यालय में आने का आदेश नहीं दे सकता।
सोशलिस्ट पार्टी का मानना है कि मौजूदा अमीरपरस्त सरकार का यह फैसला, जाने-अनजाने, जीजस क्राइस्ट के गरीबों के हक में दिए गए संदेश को दबाने का हो सकता है। क्रिसमस गरीबों के सबसे पहले पैरोकार का जन्मदिन है जिसने कहा कि सुईं के छेद से हाथी निकल सकता है, लेकिन अमीर आदमी को ईश्‍वर की शरण नहीं मिल सकती।
साथ ही सरकार का यह फैसला उसके तेजी से लागू किए जा रहे सांप्रदायिक एजेंडे को आगे बढ़ाने के लिए भी हो सकता है। सोशलिस्ट पार्टी की मांग है कि भाजपा सरकार क्रिसमस की महत्ता को कम करने और इस तरह भारतीय नागरिकों, खास तौर पर अल्पसंख्यक ईसाइयों की भावनाओं को आहत करने के लिए राष्ट्र से माफी मांगे।

BJP government should apologize for downplaying the Xmas

The clumsy action of Ministry of H.R.D. to downplay the significance of Birthday of Christ by declaring December 25, 2014 as “Good Governance Day” and purporting to hold various activities in the Universities, College, Schools’ must be deprecated. BJP is welcome to celebrate its senior leader and former prime minister Shri Atal Behari Vajpayee’s birthday, but it does not behave to use its governmental authority to downgrade the importance of the unique day, not only for Christians but all humans.  
Earlier also, this government had downgraded Mahatma Gandhi by reducing his Birthday merely into a day for cleanliness. The government even forced the government employees to report in their offices on 2 October, a Gazetted Holiday, negating their right given by the Constitution.
The Socialist Party feels that the pro-rich government, knowingly or unknowingly, has taken this decision to suppress the pro-poor message delivered by Jesus Christ. Xmas is the birthday of one of the earliest champions of the poor who openly said, “It is impossible for a rich man to enter the gates of Heaven, just as it is impossible for a camel to pass through the eye of needle”.  
Moreover, this decision of the government could be another push towards its ongoing communal agenda. The Socialist Party demands that the BJP Government should apologize to the nation for downplaying significance of Christmas and, thus, hurting sentiments of Indian citizens, especially the Christian Minority.

Demand for removal of UP governor

MR. RAJINDAR SACHAR FORMER PRESIDENT OF PEOPLE UNION FOR CIVIL LIBERTIES HAS ISSUED THE FOLLOWING STATEMENT.


I am shocked at the constitutional impropriety of Uttar Pradesh Governor Shri Ram Naik statement publically calling for the early construction of Ram Temple. His describing it as a desire by every one is a crude partisan political statement. Surely he knows that this disruptive action of RSS has already done immense damage to the secular face of India. It is a gratuitous insult not only to the biggest Minority in the country but to overwhelming population of the country who are against creating a religious divide. It is still more shocking to people like us that it should have been spoken at Avadh University named after Dr. Lohia the socialist leader, who throughout fought for communal harmony.

The Governor is expected to have an even handed approach to all the citizens of the State. But when Governor Naik makes a statement which will inevitably cause grave alarm to 18% Minority Population of U.P., I have no doubt that at the minimum it is a fit case where the least that Central Government is expected to do is to transfer him to another state though frankly it is a fit case for removal of the Governor.

सोशलिस्‍ट पार्टी दिल्ली विधानसभा चुनाव में हिस्सा लेगी

सोशलिस्ट पार्टी दिल्ली प्रदेश की राज्य कार्यकारिणी की बैठक में आज यह फैसला किया गया कि पार्टी आगामी दिल्ली विधानसभा चुनाव में सीमित सीटों पर अपने उम्मीदवार उतारेगी। लड़ी जाने वाली सीटों और उम्मीदवारों की घोषणा जल्दी ही की जाएगी। पार्टी पूंजीवादी और सांप्रदायिक ताकतों के गठजोड़ का विरोध करने वाले सहमना दलों के साथ एकजुटता बनाने की कोशिश करेगी। चुनाव पार्टी की राष्ट्रीय कार्यकारिणी के सदस्य वरिष्ठ समाजवादी नेता ष्याम गंभीर के नेतृत्व में लड़ा जाएगा। सभी जिलाध्यक्षोंसोशलिस्ट युवजन सभा (एसवाईएस) के पदाधिकारियों और प्रमुख कार्यकर्ताओं की मौजूदगी में यह फैसला किया गया।
बैठक पार्टी के राष्ट्रीय उपाध्यक्ष और दिल्ली प्रदेष प्रभारी डाॅ. संदीप पांडे की अध्यक्षता में संपन्न हुई। उन्होंने कहा कि सोशलिस्ट पार्टी अपने उम्मीदवार उतार कर उन मतदाताओं को आवाज दर्ज कराने का मौका देगी जो धन-बल और छल-बल की राजनीति का सही मायनों में विकल्प चाहते हैं। सोशलिस्ट पार्टी के साफ-सुथरी छवि के उम्मीदवार एक परचा लेकर चुनाव प्रचार करेंगे। करोड़ों रुपया खर्च करके चुनाव लड़ने वाले कभी गरीबों का भला नहीं कर सकते। सोशलिस्ट पार्टी मेहनतकशों के हितों के लिए लड़ने वाली पार्टी है जिसका पुराना इतिहास है। दिल्ली की मेहनतकश अवाम को सोशलिस्ट पार्टी के उम्मीदवारों को जिता कर विधानसभा में भेजना चाहिए।
इस मौके पर पार्टी के राष्ट्रीय महासचिव डाॅ. प्रेम सिंह ने कहा कि दिल्ली की जनता पर यह चुनाव थोपा गया है। वही पार्टियां हैंवही नीतियां हैंवही नारे हैंइधर से उधर आने-जाने वाले वही नेता हैं - जो एक साल पहले थे। जनता ने दिल्ली में तीन बार सरकार चला चुकी कांग्रेस को परास्त करके भाजपा और आम आदमी पार्टी को भारी मतो से जिताया था। कांग्रेस के बिना शर्त समर्थन से आप’ की सरकार बनी थी। लेकिन मुख्यमंत्री अरविंद केजरीवाल ने कुछ दिनों बाद ही अपने पद से इस्तीफा दे दिया। उन्होंने बनारस जाकर नरेंद्र मोदी की जीत पक्का करने के लिए चुनाव लड़ा। उनका मकसद पूरा भी हो गया। उसके बाद आसानी से दिल्ली में भाजपा और आप’ की सरकार बना कर धन और समय की बरबादी का यह चुनाव टाला जा सकता था। लेकिन कारपोरेट घरानों की समर्थक पार्टियां एक बार फिर मेहनतकश जनता की कमाई से लूटा गया अकूत धन पानी की तरह बहाने में लगी हैं। सोशलिस्ट पार्टी चुनाव में इस गैर-जिम्मेदार और धोखा-धड़ी की राजनीति के खिलाफ दिल्ली के मतदाताओं को आगाह करेगी। पार्टी असंगठित व संगठित क्षेत्र के मजदूरोंछोटे दुकानदारों/व्यापारियोंमहिलाओंअल्पसंख्यकों और छात्रों के मुद्दों/समस्याओं को उठाने व सुलझानें पर जोर देगी। 
बैठक में पार्टी के राष्ट्रीय संगठन मंत्री फैजल खान ने कहा कि पार्टी खास तौर पर युवाओं के बीच जाकर अपनी बात रखेगी और उन्हें सोशलिस्ट पार्टी के साथ जोड़ने का प्रयास करेगी।

The proposed hike in the FDI limit in insurance is an anti-national step

The argument that the increase in FDI in insurance will lead to more
competition and result in better services to consumers is a hoax

The Lok Sabha has passed the Bill to allow an increase in the FDI limit in insurance from 26 per cent to 49 per cent. The Congress and other constituents of the erstwhile UPA government initially opposed it. Ironically, it was opposed even by the BJP when the Congress-led UPA government had proposed it. The enormity of hypocrisy of both major political groups hits you in the eye.

In 1956, to strengthen its position in the 1957 general election, the then Congress government nationalised about 250 private life insurance companies and set up the Life Insurance Corporation, the justification being the interest of small persons. C.D. Deshmukh, the then Finance Minister, said insurance in the developing country must be seen as an essential service which a welfare state should provide to its people and not as a business proposition or additional source of investment to those who put their money in the stock market. The capital contribution of the government in the LIC was a mere Rs 5 crore.

When general insurance was nationalised in 1973, Y.B. Chavan, the then Congress Finance Minister, declared: “This step has been taken to serve better the needs of the economy by securing development of general insurance business in the best interests of the community and to ensure that concentration of wealth does not result in to the common detriment”.

However, in 2002 the BJP government permitted private companies with 26% FDI. In 2011 the UPA government wanted to increase the FDI cap to 49% but the parliamentary standing committee headed by Yashwant Sinha of the BJP had opposed it and the proposal remained on paper.

It is, therefore, intriguing why the present BJP government wants to increase the FDI limit. It cannot be justified by saying that the 49% proposed increase in FDI would bring in more foreign money to be used by India in the road and house building sector. The income raised by insurance companies is all local, the premium which an average insurer pays. The result would be that profits of foreign investors would increase to 49% instead of 26% without the creation of any asset in India.

It is not as if the L.I.C. has not delivered the expected results. Those favouring an increase in FDI falsely claim that it would lead to greater penetration of insurance in the rural backward areas. The government has not announced an inherent conditionality in the Bill that these companies would operate in rural areas so as to get 75% of the total premium from rural areas and a failure to do so would invite a penalty. In fact, the private sector in insurance is not interested in life insurance business because of lower profits. This is shown by high lapses of life insurance in the case of private companies ranging from as much as 36% in some cases to 51%, while the L.I.C. has only 5% lapsed policies.

The penetration of life insurance in India under the L.I.C. (3.4 per cent) compared favourably with the USA (3.6 per cent) and Germany (3.2 per cent) in 2011. The same situation prevailed in 2012 - India (3.2 per cent), Germany (3.1 per cent) and the USA (3.7 per cent), which have private life insurance companies.

The argument that the public sector is a drag on the economy is a calumny. In the USA, one private life insurance company goes into liquidation every month. Over 370 general companies became insolvent during 1982-2000. Even Lloyds of London, supposed to be the last word on stability and solvency, suffered a loss of over $38 billion in 1991.

The lesson to be drawn from the economic crisis in the USA and Europe is clear, namely, that it were the oligarchic financial institutions that were chiefly responsible for it. The latest financial disaster in the USA relates to the case of J.P. Morgan Chase Bank, the largest in the US by assets, which faces multiple investigations and a $5.8 billion loss on wrong bets on credit derivatives. Ironically, both the UPA and NDA governments still feel that the talisman for growth is in permitting these very foreign insurance firms and banks into the Indian market.

The loss that government funds are going to suffer will be immense. Before 2002, when private insurance was again permitted, vast sums were paid to the government. The LIC made an investment of Rs. 7,000 crore in the Sixth Plan and Rs 56,097 crore in the Eighth Plan. A sum of Rs. 30,000 crore of insurance funds was earmarked for infrastructure development as part of the Ninth Plan. It distributed to policy-holders a bonus of Rs 2,250 crore in 1992-93, which rose to over Rs. 3,700 crore in 1996-97.

In a developing country like India, the public sector is the only instrument through which the social sector can be strengthened. The gross direct premium even in general insurance projected for the year 2030 is Rs. 13,000 crore. No amount of this fund will be available for public use if privatisation took place, but the money would go to private investors.

The increase in FDI is falsely projected as bringing in new techniques to increase the funds available. The argument that the increase in insurance FDI will lead to more competition and result in better services to consumers is a hoax. The reality is that in 2000 there were 3,500 general insurance companies in the USA but only 15 (0.4 per cent) of them controlled 50 per cent of the market. Six per cent together control 95 per cent of the business. So cynical is the slogan of competition in a private economy.

In the USA in the nineties a Senate sub-committee report on rising insolvencies of insurers, submitted to the House of Representatives, detailed the “scandalous mismanagement and rascality of private operating insurance companies and ill-effects of frauds and incompetence leading to bankruptcies among 50 large-sized companies in the course of the last five years”.

Insurance is not a sophisticated industry which may require the involvement of multinationals in order to obtain technology. We should heed the warning given by the U.N. Under Secretary General for Economic and Social Affairs, “the world’s economic system was alert enough to protect the rich but too tardy to protect the poor and that the goal was not to have a global economy that ended up as a welfare state of the rich. Rethinking was needed on how to make the system more equitable and mindful of long-term concern”.

देश अभूतपूर्व केन्द्रीकरण की प्रवृत्ति से गुज़र रहा है। सारी राजनीतिक सत्ता अब प्रधानमंत्री कार्यालय, बल्कि प्रधानमंत्री में सिमट गई है। सारी आर्थिक सत्‍ता चन्द देशी-विदेशी कारपोरेट घरानों और विश्‍व बैंक, आईएमएफ, डब्ल्युटीओ जैसे कोरपोरेट पूंजीवाद के वैश्विक प्रतिष्ठानों के निर्णयों के इर्द-गिर्द घूम रही है। सारी सामाजिक-सांस्कृतिक सत्‍ता कुछ बहुसंख्यकवादी फासिस्ट मनोवृत्ति वाले संगठनों द्वारा संचालित हो रही है। आजादी के संघर्ष के मूल्यों और संविधान के लक्ष्यों को दरकिनार करके हर स्तर पर सत्ता के केंद्रीकरण को परवान चढ़ाया जा रहा है। सोशलिस्ट पार्टी का मानना है कि यह तत्काल पैदा हुई परिस्थिति नहीं है, बल्कि आज़ादी के बाद चली उस प्रक्रिया का नतीजा है जिसमें भारी उद्योग आधारित केन्द्रीकृत अर्थव्यवस्था तथा कार्यपालिका और विराट नौकरशाही के हाथ में ताकत के सिमटते जाने ने हमारे लोकतंत्र को एक औपचारिक लोकतंत्र में तब्दील कर दिया है। इसके चलते जनता की लोकतांत्रिक प्रक्रिया में षिरकत बस पांच साला चुनावी अनुष्ठान में मतदान तक सीमित होकर रह गई है। अपनी वास्तविक ताकत से वंचित जनता राजनीतिक दृष्टि से या तो निष्क्रिय हो गई है या दिग्भ्रमित। इतना ही नहींे, वह सामाजिक विघटन और आत्मघात की ओर बढ़ चली है। कारपोरेट घरानों, विश्व बैंक, ईएमएफ, डब्ल्युटीओ आदि के बोझ तले देश के कई लाख किसान आत्महत्या कर चुके हैं।
                आज़ादी की लड़ाई के दौरान और उसके बाद भी देश के विकास का सवाल वह महत्वपूर्ण मसला था जिस पर तमाम नेता और चिंतक लगातार बहस करते रहे हैं। यह कहना थोड़ा सरलीकरण होगा लेकिन फिर भी कहा जा सकता है कि देश में विकास के दो दशन रहे हैं। पहला भारी उद्योग, शहरीकरण और केन्द्रीय नियोजन के समीकरण से बना था। दूसरा दर्शन लघु उद्योग, जीवन्त ग्राम व्यवस्था और विकेन्द्रीकृत नियोजन पर आधारित रहा है। कहना न होगा पहला दर्शन ही राजनीतिक रूप से सफल रहा और दूसरा दर्शन एक नैतिक प्रतिपक्ष की तरह मौजूद रहा। पहले तरह के दर्शन  का प्रतिनिधित्व नेहरू करते हैं जबकि दूसरे तरह के दर्शन के प्रतिनिधि गाँधी, लोहिया और जयप्रकाश नारायण रहे हैं।
भारी उद्योग, बहुउद्देशीय परियोजनाएँ, शहरीकरण और केन्द्रीकृत नियोजन के गंभीर परिणाम सामने आये। राजनैतिक पार्टियां और नेता गैरजिम्मेदार होते गये, एक पहले से विशाल और औपनिवेशिक मानसिकता से ग्रस्त नौकरशाही रोज़ ब रोज़ ज़्यादा से ज़्यादा गैरजवाबदेह होती गई, स्थानीय स्वशासन की संस्थाओं का विकास नहीं होने से निर्णय में जनता की भागीदारी सिकुड़ती गई। योजना आयोग जैसी संस्थाओं ने सत्ता और संसाधनों का केन्द्रीकरण कर इस पूरे नाटक की पटकथा लिखी। नतीजे दूसरी पंचवर्षीय योजना से ही सामने आने लगे थे। बड़े पैमाने पर आबादी का विस्थापन हुआ, पर्यावरण का विनाश हुआ, गरीब और अमीर की खाई बढ़ती गई और हाषिए के समुदायों और तबकों जैसे दलित, आदिवासी, असंगठित मजदूर, छोटे किसान, भूमिहीन, मछुआरे, महिलाएं, अल्पसंख्यक, बच्चे आदि और बड़े पैमाने पर आर्थिक तथा सामाजिक रूप से बाहर धकेले गए हैं। गाँव और जंगल उजड़ते गये तथा उद्योग और शहर बसते गये। ये उद्योग और षहर न केवल पर्यावरण का विनाष करते रहे, बल्कि इन्होने अपने भीतर विस्थापित जनों के लिये ऐसी झोपड़पट्टियां बसाई हैं जो वंचना और सतत् विस्थापन का गढ़ हैं। इस माहौल में हमारा न्याय का ढांचा भी मजलूमों के लिये मृग मरीचिका ही साबित हुआ। तमाम जनविरोधी और औपनिवेशिक कानूनों ने जनता की जि़न्दगी को और कठिन बना दिया। वंचित तबको के लिये समय-समय पर सामाजिक सुरक्षा की योजनाएँ बनाई जाती रहीं, लेकिन इन योजनाओं का भी ढाँचा ऊपर से नीचे की ओर था। इनके बनाने में जनभागीदारी नहीं थी। लिहाजा, ये योजनाएँ भ्रष्टाचार का गढ़ बनती गई और जनता मुख्यधारा राजनीतिक दलों की और मोहताज होती गई। अब योजना आयोग को भंग करके एक थिंक टैंकबनाने की घोषणा प्रधानमंत्री ने की है। यह थिंक टैंकसीधे प्रधानमंत्री के प्रति जवाबदेह होगा। यानी योजनाएं सीधे कारपोरेट घरानों के हित में बनाई जाएंगी। बल्कि तेजी से बनाई जा रही हैं। जंगल अधिकार कानून, भूमि अधिग्रहण कानून, श्रम कानून सभी को कारपोरेट हित में बदला जा रहा है। नवउदारवादी नीतियों की मार से बदहाल जनता की और तबाही होगी।  
                आजादी से लेकर अभी तक अगर हम अपने देश की सभी समस्याओं का एक मुख्य कारण बताना चाहें तो वह होगा केन्द्रीकरण। सत्ता का, निर्णय लेने की क्षमता का, धन और संसाधन का केन्द्रीकरण। लेकिन साथ ही साथ हमारे पास विकेन्द्रीकरण पर आधारित दर्शन की एक समानान्तर परम्परा भी मौजूद है। यह दर्षन इस विश्‍वास पर आधारित है कि जनता के पास अपने मामलों का नियोजन करने, सभी मसलों पर सुचारू रूप से योजना बनाने और उसे लागू करने के लिये जनता की भागीदारी पर आधारित तंत्र विकसित करने की योग्यता है। यह दर्शन मानता है कि हमारा पूंजीवादी प्रतिनिध्यात्मक लोकतंत्र वास्तव में एक औपचारिक व्यवस्था है और जनता के व्यापक हिस्से की इसमें कोई वास्तविक भागीदारी नहीं है। यह दर्शन मानता है कि देश में निर्देशों, निर्णयों और नियोजन का रुख ऊपर से नीचे की ओर नहीं, बल्कि नीचे से ऊपर की ओर होना चाहिये। सत्ता को विकेन्द्रीकृत कर गाँव-गाँव, मोहल्लों-मोहल्लों में बिखरा देना चाहिये। एक ऐसे तंत्र का निर्माण करना चाहिये जिसमें सत्ता विकेन्द्रीकृत हो, जो जन भागीदारी पर आधारित हो, जिसमें विकास की सारी योजनाओं और प्रकल्पों का प्रस्ताव जनता की छोटी इकाइयों से ऊपर जाये और जिसमें नौकरशाही की दखलन्दाजी न हो।
                26 फरवरी 1950 को प्रखर समाजवादी चिंतक और स्वतंत्रता सेनानी डा. राममनोहर लोहिया ने भागीदारी आधारित लोकतंत्र की विस्तृत रूपरेखा अपने भाषण चौखम्भा राजमें प्रस्तुत की है। जीवन्त व्याख्या प्रस्तुत करते हुये वे कहते है, ’यह जीवन का एक ढंग होगा जो मानव जीवन के सभी क्षेत्रों से सम्बन्ध रखेगा जैसे उत्पादन, स्वामित्व, व्यवस्था, शिक्षा, योजना आदि।इस रूप में उन्होंने जनता की सीधी भागीदारी को लोकतंत्र का प्राण बताया। गाँधी और लोहिया के इन चिंतन बिन्दुओं को विस्तृत करती हुई एक माँग पूरे देश में हमेशा बनी रही है। इस माँग ने अलग-अलग रूपों में तमाम कानूनों और प्रयोगों की षक्ल ली है। देर से ही सही, 73 वें और 74 संशोधन के रूप में हमारे संविधान ने इस रूपरेखा को अपनाने की कोशिश की है।
                एक निश्चित सीमा तक हमारा संविधान इस भागीदारी आधारित लोकतंत्र की स्थापना के लिये हमें एक ढाँचा भी मुहैया कराता है। राज्य के नीति निर्देशक तत्व आर्थिक-सामाजिक विषमता को दूर करके जनता की भागीदारी से समतामूलक समाज की रचना का लक्ष्य सामने रखते हैं।  पंचायत, नगरपालिका, जि़ला योजना समिति तथा राज्य वित्त आयोग जैसी संवैधानिक संस्थाओं के रूप में नीचे से लेकर ऊपर तक योजना और वित्‍त प्रबन्धन का पूरा ढाँचा मौजूद है। 73 वें और 74 वें संविधान संशोधन के बाद स्थानीय संस्थाओं को ऐसे कर्तव्य और अधिकार मिले हैं जो योजना और उसे लागू करने में जनता की सीधी भागीदारी सुनिश्चित करते हैं। संविधान पंचायत और नगरपालिकाओं को स्थानीय स्वशासनकी संस्थाएँ न कहकर उन्हें स्वशासनकी संस्थाएँ कहता है। स्थानीय स्वशासन का मतलब हुआ स्थानीय स्तर पर स्थानीय मुद्दों को निपटाने की संस्थाएँ। लेकिन स्वशासन का मतलब हुआ स्वराज, यानी जनता स्वयं अपने लिये निर्णय ले और उन्हें लागू करे। इसका अर्थ ये है कि ये केन्द्रीय संस्थाओं की ताबेदार नहीं होगी, बल्कि इन्हें लोकतंत्र में बराबर की जगह हासिल है। ये योजना बनाने, लागू करने और वित्‍त प्रबन्धन तक में स्वायत्‍त हैं। इस रूप में संविधान ने हमें ऐसी संस्थाओं का ढाँचा दिया है जिसे मजबूती प्रदान कर हम भागीदारी आधारित लोकतंत्र का विकास कर सकते हैं।
सोशलिस्ट पार्टी का मानना है कि इस तरह भागीदारी पर आधारित लोकतंत्र और टिकाऊ मानव-पर्यावरण केन्द्रित विकास का हमारा संघर्ष दो पैरों पर चलता है। एक ओर यह जनान्दोलनों की मार्फ़त जनता की चेतना को विकसित करते हुये उसे लामबन्द करता है, दूसरी ओर यह संविधान में मौजूद भागीदारी आधारित लोकतंत्र के सूत्रों को अपनी पहलकदमियों के लिये प्रस्थान बिंदु बनाता है।
इस सम्मेलन के जरिए सोशलिस्ट पार्टी ने पंजाब सहित पूरे देष में प्रषासनिक व आर्थिक विकेंद्रीकरण के लिए अभियान की शुरुआत की है। इसके तहत हर राज्य में चौखंभा राजसम्मेलन आयोजित किया जाएगा और ग्राम, जिला, प्रांत और केंद्र के स्तर पर कार्यक्रमों का आयोजन किया जाएगा। सत्ता का विकेंद्रकरण हुए बगैर धन और धरती का बंटवारा नहीं हो सकता, जो समाजवाद का मूल लक्ष्य है। सोशलिस्ट पार्टी कारपोरेट पूंजीवाद और उस पर आधारित विकास के विरोधी सभी जनांदोलनकारी समूहों, राजनीतिक पार्टियों, सामाजिक संगठनों, सिविल सोसायटी एक्टिविस्टों, बुद्धिजीवियों और खास कर नौजवानों का आह्वान करती है कि वे विकेंद्रीकरण की इस संविधानसम्मत व सगुण मुहिम में शामिल हों।

Socialist Party’s ‘Chaukhambha Raj’ convention concluded in Jalandhar

Against the fast growing tendency of centralization in politics, administration, economy and planning, Socialist Party (India) has decided to hold ‘Chaukhambha Raj’ (Four Pillar State) convention in all the states aiming at de-centralization of power. The first such convention held in Jalandhar, Punjab, on 1st November 2014. Dr. Prem Singh, national general secretary of the party inaugurated the convention and it was presided over by Justice Rajindar Sachar. Mr. Ravi Kiran Jain, vice president, PUCL, and a well known scholar and champion of the concept of decentralization attended the convention as chief guest.
He, in his speech, argued that in a centralized system there is no hope for socialism and even genuine democracy.  Decentralization is a pre-condition for democratic socialism. That is why Dr. Rammanohar Lohia propounded the concept of Chaukhambha Raj which provides equal power to all the four pillars - village, district, state and centre. Giving reference to the Directive Principles of the State and the 73rd and 74th amendments of the Constitution, he emphasized that the real power should be given to local bodies such as panchayats and municipalities. Justice Sachar, in his presidential remarks, said that political power is centralized in the hands of the prime minister and economic power is centralized in the hands of a few corporate houses. This hegemony must be broken through de-centralization and power should be given to the local bodies.     
The convention was addressed amongst others by the national vice president, Socialist Party, Balwant Singh Kheda, Socialist comrade Ajay Sood (Moga), Prof S.S. Chhina (Amritsar), Journalist, Punjabi Tribune Hamir Singh, (Chandigarh), President, Punjab Panchayat Union Harmindra Singh Maavi (Ludhiyana), Jathedar Kewal Singh (Amritsar), Senior member, PUCL, Roshan Lal Batra (Chandigarh), Advocate  Jintendrajeet Kaur, (Chandigarh), Water activist P.K. Rana (Hoshiarpur), RTI activist, Parminder Singh Kitna (Navan Shahar), General Secretary, Socialist Yuvjan Sabha, Delhi, Shashank Singh.
The conference was also attended by various Activists, intellectuals and Artists of Punjab. On this occasion Justice Sachar released the Punjabi book titled as ‘Andaman te Nicobar de taapu ate utthon de lok’  written by Dr. S.S. China. Mr. Ravi Kiran Jain, Mr. Ajay sood, Mr. Harmindra Singh Maawi, Mr. P.K. Rana and Mr. Parminder Singh were felicitated by the Socialist Party for their contribution in different fields.
In the end, Harendra Singh Mansahia, President, Socialist Party, Punjab, presented the vote of thanks and Mr. Om Singh Satiyana, general secretary, conducted the proceedings.
The Punjab unit of the Socialist Party announced that it will lead the movement for the rights of panchayats and municipalities, which have been guaranteed by the Constitution of India. The party will organize convention in each district of Punjab to increase the awareness of the people about the de-centralization and to include them in this movement. Dharnas, protests and satyagrah will be held against the violation of constitutional rights of the panchayats and municipalities by the Punjab government. The next ‘Chaukhambha Raj’ convention will be held in Kerala in the month of December.

A different step in the creative evolution of the constitution will have to be in the direction of the four pillar state. Village, district, state and centre: these very four equally important and equally honorable pillars. (Dr. Ram Manohar Lohia)

The country is going through with unprecedented impulse towards centralization. Political power has come to be centered in the Prime Minister’s Office, or more correctly, the Prime Minister himself. The entire economic power seems to be devolving unto certain national and international corporate houses and global institutions of corporate capitalism like the World Bank, IMF, and WTO. All social and cultural power is being orchestrated by a few majoritarian organizations with fascist prejudices. The values of the struggle for independence, as well as the ideals of the Constitutions are being sidelined to enforce the centralization of power at every level.  Socialist Party believes that this is not a sudden development, but the result of that ongoing process since Independence, wherein a heavy industry based highly centralized economy and executive, and the concentration of power in the huge bureaucracy, have helped convert our democracy into a mere formal democracy. In this scenario, the participation of the people in the democratic process is limited to the event of voting every five years. The public deprived of its actual power have become either paralyzed or lost direction. Not just this, it is now headed for social disintegration and self destruction. Buried under the burden of the WTO, IMF, World Bank and corporate houses, lakhs of farmers have been driven to suicide.
During the struggle for freedom and even after it; leaders and thinkers have continuously debated the important issue of the development/progress of the nation. This may be somewhat simplistic, but nonetheless one could argue that two different philosophies of development/progress have existed in our country.  The first was formed in terms of the matrix of heavy industry, urbanization and centralization. The second was based on small scale industry, vibrant rural administration and the principles of decentralization. Needless to say, the first philosophy alone has been politically successful, while the second has always been present as a moral imperative. The first philosophy has been represented by Jawaharlal Nehru, and the second has had Mahatma Gandhi, Lohia and Jayprakash as its proponents.
The serious repercussions of heavy industry, multipurpose projects, urbanization and centralized planning came to the fore.  Political parties and leaders grew more and more irresponsible. The huge bureaucracy already entrenched in colonial attitudes progressively absolved itself of any answerablility. The lack of development of institutions of local governance led to even further reduction of people’s participation in decision making processes. Institutions like the Planning Commission scripted this entire act by centralizing both power as well as resources. The results were visible right from the second Five Year Plan. Population displacement was seen on a massive scale, environment was destroyed, the gap between the rich and poor widened and many communities and classes on the margins, like dalits, tribals, unorganized labourers, small farmers, landless farmhands, fishermen, minorities, women and children were en masse pushed over the edge economically and socially. Villages and forests kept getting wrecked, quite as cities and industries grew and flourished. These industries and towns have not only destroyed the environment, they have also raised within themselves such appalling slums for displaced migrants that are the very core of misery and permanent destitution.  In such conditions even our legal structure proved to be a mirage for the disempowered. Various anti-people colonial laws rendered the lives of ordinary people increasingly difficult. Plans were made for the deprived categories from time to time, but even these plans had a top to bottom approach. There was no public participation in the plans. As a result, these plans became the hub of corruption, and the public was even more beholden to mainstream political parties. Now the Prime Minster has dissolved the Planning Commission and declared that a ‘think tank’ will be instituted instead of it. This ‘think tank’ will be directly answerable to the Prime Minister. Which means that policies will now be made purely to benefit corporate houses. In fact, they are quickly being thus made. Forest rights laws, land acquisition laws, labour laws will all be changed to suit corporate convenience. These neo-liberal policies will wreak further havoc on the already suffering public.
From Independence up till now, if we were to try to name one cause behind all the problems plaguing our nation, it would be centralization : Centralization of power, of decision making ability, of money and of resources. However, along with this, we also have a parallel philosophical tradition available to us, based on the principles of decentralization. This philosophy is based on the faith that the general public is capable of deliberating upon, planning and executing policies on all matters and issues that concern it. This philosophy believes that our capitalistic, representational democracy is merely a formal arrangement and it has no scope for a truly representational participation of the public. This philosophy believes that the direction of directives, decisions and plans in this country should not be from top to bottom but in the reverse order. Authority should be decentralized and dispersed through every locality and village.  The need is to work out a system where power is decentralized, which is based on people’s participation, where all plans and projects of development can move upwards from basic people’s units, and in which there is no interference of bureaucracy.
On 26th February 1950, astute socialist thinker and freedom fighter Dr. Ram Manohar Lohia presented a detailed outline of participation based democracy in his speech “Chaukhambha Raj” (four-pillar state). In a very lively analysis he says, “This will be a way of life, which will be connected to every aspect of human life like production, ownership, management, education, planning etc.” In this way he conveyed how direct people’s participation is the life-force of democracy. Drawing upon these ideas of Gandhi and Lohia, one demand has been ever present in this country. This demand has manifested itself in various forms of laws and experiments. Belated though it may be; our constitution has tried to embrace these manifestations in the form of 73rd and 74th amendments.
To an extent our constitution also provides provisions for the implementation of this participatory democracy. Directives Principles of the State articulate the aim of overcoming economic and social divisions with the help of people’s participation, leading to the creation of an egalitarian society. Through constitutional institutions like the panchayats, municipalities, district planning committees and the state finance commissions, the structure of planning and finance allocation from bottom to top is already in place. After the 73rd and 74th constitutional amendments, local institutions have been assigned such responsibilities and powers that ensure public participation at the level of planning as well as implementation.  The constitution calls these institutions of ‘self governance’ instead of institutions of ‘local self governance’. Local self governance implies institutions at local levels to resolve local issues. But self governance means swaraj, that is, the public gets to decide and implement decisions. This means that it will not be subservient to central institutions, but will have equal status in the democracy. It has sovereign authority to make plans, implement plans and to allocate finances as required. In this way our constitution has provided us with an institutional structure which we can strengthen to promote a participatory democracy.
Socialist Party believes that the struggle for such participation based democracy and sustainable human ecology centric development, moves forward on two planks. On the one hand it uses people’s movements to raise the consciousness of people, thereby empowering them; on the other, it uses as the starting point for its ventures, the structures afforded within the Constitution for participatory democracy.
Through this Punjab convention, Socialist Party has launched a campaign for administrative and economic decentralization in the country. Under its aegis, ‘Chaukhambha Raj’ convention will be held in all states and programs will be conducted at the village, district, state and central levels. Without the decentralization of power, the redistribution of wealth and land is not possible, which remains the prime goal of socialism. Socialist Party calls out to other people’s movement groups, political parties, social organizations, civil society activists, intellectuals and especially the youth (who are opposed to corporate capitalism and its model  of development), that they come and join this movement for constitutional and constructive decentralization.

SOCIALIST PARTY’S NATIONWIDE FAST IN SUPPORT OF IROM SHARMILA ON 12 OCT. (Dr. LOHIA’S DEATH ANNIVERSARY)

Demanding release of Irom Chanu Shrmila and repeal of AFSPA, the Socialist Party has decided to observe fast in all states on 12 October 2014. A memorandum will be given to the President seeking his intervention in this long-pending contentious issue. 
                                   Irom Sharmila is fighting against Armed Forces Special Powers Act (Assam and Manipur) 1958 (AFSPA), amended in 1972, which provides the armed forces down to the rank of a non-commissioned officer, the power to shoot and kill, to enter and search and arrest without warrant, any person against reasonable suspicion that he/she has committed or is about to commit a cognizable offence.
14 years ago on 2nd November 2000, the security forces gunned down 10 innocent citizens at a bus stop in Imphal. The dead included an 80 year old woman and a bravery award winner child. Shaken by the incident Irom Sharmila, after 3 days, started her indefinite fast against the AFSPA that shields the security forces even after such indiscriminate firings on innocent people.
She was released by the court in August this year saying that there is no case for attempted suicide against her. After the release from prison, Irom Sharmila said, “we should all look for a solution to the issue so that we can all live together, eat, drink and sleep together. I am no martyr. I am a normal person. I also want to have a meal.” She has been following the non-violent path of Gandhi and keeps a statue of legendary Meerabai by the side of her bed in the hospital ward. Despite this, the police arrested her again after three days of her acquittal.
Driven by love and compassion, Irom Sharmila is not aligned with any organization or ideology. She is not using any violence. She is not even shouting any slogan nor is she holding up any banner. She has decided to subject herself to torture for the sake of others. She doesn’t want to hurt anybody, not even the state that she is fighting against. She only wants to help her fellow brothers and sisters of northeast so that they stop facing police and military excesses. The protest of Sharmila represents the most ideal form of peaceful struggle for a democratic demand. Her life is in danger considering her already fragile health due to the forced feeding for 14 years.
The AFSPA in northeast has been synonym for extra judicial killings, extra judicial deprivation of liberty to people by illegal imposition of curfew, long periods of detention at army posts and camps and use of churches and schools as detention or interrogation centers. Stories of rape and molestation of women are common. Who can forget the stunning sight of about three dozen naked women protesting on the street outside the then Assam Rifles headquarters at Kangla Fort in Imphal carrying placards saying ‘Indian Army rape us,’ outraged by the rape, torture and murder of 32 year old unmarried Thangjam Manorama?
There can be no denying that violence breeds more violence. Presence of armed forces in emergency or special situation is understandable, but its continuous presence has alienated people to significant extent. The number of insurgent groups has increased during the application of AFSPA in Manipur. Hence AFSPA must be repealed. The state, which complains about violent struggles, is not even comfortable with the most peaceful of all protests.
Sharmila’s sacrifice must not go waste. Her victory is essential for the strengthening of democracy in India and for the respect for human rights around the world. Her victory will determine whether the voice of common citizen will be heard or the state will trample over people’s rights with anti-people laws and policies.
The Socialist Party demands that the Government of India must not let down Sharmila’s confidence in democracy and immediately take positive steps towards resolving the imbroglio in Manipur and in other northeast states. All it requires is some political will to act.

सोशलिस्ट पार्टी का इरोम शर्मिला के समर्थन में 12 अक्तूबर (डॉ. लोहिया की पुण्यतिथि) को सभी राज्यों में अनशन

इरोम शार्मिला की रिहाई और अफ्सपा हटाने की मांग को लेकर सोशलिस्ट पार्टी ने 12 अक्तूबर 2014 को सभी राज्यों में अनषन करने का फैसला किया है। इस लंबे समय से लटके विवादास्पद मामले में हस्तक्षेप करने की प्रार्थना के साथ राष्ट्रपति को ज्ञापन दिया जाएगा।
इरोम चानु शर्मिला सशस्त्र बल विशेषाधिकार कानून (असम और मणिपुर) 1958 (अफ्सपा) के खिलाफ लगातार संघर्ष कर रही हैं। यह कानून गैर कमीशंड रैंक के अधिकारियों तक को यह अधिकार देता है कि वह किसी भी व्यक्ति को संज्ञेय अपराध में शामिल होने या शामिल होने का इरादा रखने के शक में गोली मारने, घर में बिना वारंट घुसने, तलाशी लेने और गिरफ्तार करने का अधिकार देता है।
14 साल पहले 2 नवंबर 2000 में इंफाल के एक बस स्टैंड पर सुरक्षा बल के जवानों ने गोलियां चलाकर 10 निर्दोष नागरिकों को मौत के घाट उतार दिया था। मृतकों में एक 80 वर्षीय वृद्धा और  वीरता पुरस्कार जीतने वाला एक बच्चा भी शामिल था। इस घटना ने इरोम शर्मिला को झकझोर कर रख दिया। जिस अफ्सपा की आड़ में सुरक्षा बलों ने अंधाधुंध गोलियां चलाकर निर्दोषों को मार डाला था, उसके खिलाफ घटना के तीसरे दिन शर्मिला अनिश्चितकालीन उपवास पर बैठ गईं। तब से अब तक 14 साल बीत चुके हैं और सरकार उन्हें आत्महत्या का प्रयास करने के जुर्म में अस्पताल में कैद किया हुआ है।
इस साल अगस्त महीने में अदालत ने शर्मिला को यह कहते हुए बरी कर दिया कि उनके खिलाफ आत्महत्या के प्रयास जैसा कोई मामला नहीं बनता। कैद से रिहा होते ही इरोम शर्मिला ने कहा, मामले के हल के लिए हम सब प्रयास करें, ताकि हम सब साथ रह सकें, साथ खा-पी और सो सकें। मैं कोई शहीद नहीं हूं। मैं सामान्य जन हूं। मैं भी भोजन करना चाहती हूं।"  अस्पताल वार्ड में रहते हुए इरोम शर्मिला ने गांधी जी के अहिंसा सिद्धांत के पालन की मिसाल कायम की है। वे हमेशा अपने सिराहने महान भक्त कवयित्री मीरांबाई की मूर्ति रखती  हैं। लेकिन रिहाई के तीन दिन बाद पुलिस ने उन्हें फिर से गिरफ्तार कर लिया।
प्रेम और करुणा भाव से संचालित इरोम शर्मिला का संबंध किसी भी संगठन अथवा विचारधारा विशेष से नहीं रहा है। न ही कभी, किसी रूप में, किसी भी तरह की हिंसा से उनका कोई नाता रहा है। न उन्होंने कभी किसी तरह की नारेबाजी की, न ही हाथ में कोई बैनर उठाया। उन्होंने दूसरों के हित के लिए आत्मपीड़ा का रास्ता अपनाया है। उनकी मंशा दूसरों को नुकसान पहुंचाने की कभी नहीं रही। यहां तक कि जिस राज्य के वे विरोध में उपवास पर हैं, उसका भी बुरा नहीं चाहतीं। उनकी मंशा पूर्वोत्तर राज्यों के अपने भाई-बहनों की सहायता भर करना है, ताकि उन पर पुलिस और सेना की ज्यादतियां बंद हों। शर्मिला का विरोध प्रदर्शन जनतांत्रिक मांग के दायरे में शांतिपूर्ण तरीके से किए गए संघर्ष का उत्कृष्ट नमूना है। 14 सालों तक नाक के रास्ते जबरन भोजन देने के कारण उनका स्वास्थ्य गिर कर चिंताजनक स्थिति में पहुंच गया है।
पूर्वोत्तर में अफ्सपा एक्सट्रा जुडिशियल किलिंग्सऔर नागरिक स्वतंत्रता के हनन का पर्याय बन चुका है।  अफ्सपा के चलते वहां अवैध कफ्र्यू लागू रहता है, सेना की पोस्टों और कैंपों पर नागरिकों को लंबे समय कैद करके रखा जाता है और गिरिजाघरों व स्कूलों को पुलिस हिरासत व पूछताछ के केंद्र के रूप में इस्तेमाल किया जाता है। बलात्कार और महिलाओं से बदसलूकी की घटनाएं वहां आम हैं। 32 वर्षीय अविवाहित थांगजम मनोरमा की बलात्कार के बाद की गई नृशंस हत्या के विरोध की घटना को भला कोई कैसे भुला सकता है! इंफाल के कांगला फोर्ट स्थित असम राइफल्स मुख्यालय के सामने करीब तीन दर्जन मणिपुरी औरतें निर्वस्त्र होकर हाथों में इंडियन आर्मी हमारा बलात्कार करोका प्ले कार्ड लेकर सड़कों पर उतर आई थीं।
इस बात से इंकार नहीं किया जा सकता कि हिंसा से और अधिक हिंसा उपजती है। आपातकाल या किसी विशेष परिस्थिति में सशस्त्र बल की तैनाती समझ में आती है, किंतु लंबे समय तक संगीनों के साये में रहने से लोगों में पराएपन और अलगाव का भाव गहराता जाता है। मणिपुर में अलगावादी संगठनों की संख्या में दिनोंदिन हो रही बढ़ोत्तरी अफ्सपा के दमन का ही नतीजा है। इसलिए वहां से अफ्सपा का हटाया जाना निहायत जरूरी है। राज्य सत्ता हिंसक संघर्ष की आलोचना करती है। लेकिन वह अभी तक के सर्वाधिक शांतिपूर्ण प्रतिरोध को भी बरदाश्‍त करने को तैयार नहीं है।
शर्मिला की कुर्बानी किसी भी कीमत में बेकार नहीं जानी चाहिए। उसकी जीत भारत की लोकतांत्रिक व्यवस्था की मजबूती के लिए तो अनिवार्य है ही, समूचे विश्व में मानव अधिकारों की रक्षा के लिए भी यह जरूरी है। उसकी जीत से यह तय होगा कि आम नागरिकों की आवाज बुलंद होगी या फिर राज्य जनविरोधी कानूनों और राजनीति से नागरिक अधिकारों को कुचलता रहेगा।
सोशलिस्ट पार्टी (इंडिया) की यह मांग है कि भारत सरकार लोकतंत्र के प्रति शर्मिला के विश्वास को टूटने न दे और मणिपुर तथा उत्तर पूर्वी राज्यों में हालात सुधारने की दिशा में तत्काल कारगर कदम उठाए। इसके लिए बस राजनीतिक इच्छा शक्ति की जरूरत है।
